Purpose Of Activity/Assignment

The purpose of the Health Consultant assignment is to support the Global Fund Malaria Program and the Ministry of Health, Malaria Control Program in distribution 861,919 Long Lasting Insecticide Treated nets (LLIN) geared towards achieving and sustaining Universal LLIN Coverage in Jonglei. This will include primarily provision of technical support with full responsibility of implementation of the GF Malaria Grant – Long lasting insecticide treated nets campaign in Jonglei and for implementing risk mitigation measures appropriate for a challenging operational environment (COE), working closely with the UNICEF teams in the country office and in the offices where the implementation is planned to take place to ensure full support and adequate oversight, while simultaneously ensuring timely implementation and ensuring high quality, high impact, through robust coordination, capacity building, data/evidence gathering, and supportive supervision during the campaign.

Main Duties And Responsibilities

The major responsibilities of the consultant include:

  • Plan and provide technical support and guidance for preparation, design and implementation of the Long-lasting insecticide treated net campaign in Jonglei in line with the national malaria control mass LLINs distribution plan to ensure effective implementation of the campaign.
  • Prepare, coordinate and supervise the campaign including development of a robust micro plan with community participation with clear programme goals, objectives, and strategies and results based on results-based planning methodology (RBM).
  • Actively monitor the campaign implementation through regular visits with partners/stakeholders to assess progress, identify bottlenecks, potential problems, ensure state and county level involvement and ownership of the campaign and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Manage weekly campaign coordination meetings between UNICEF, sub-recipient and NMCP to discuss progress, challenges and mitigation measures to ensure smooth execution of the campaign and positive publicity with all stakeholders.
  • Coordinate the delivery of the LLINs, M&E materials, IEC/BCC tools to the distribution sites with UNICEF and the sub-recipient to ensure timely and effective execution of the campaign
  • Support implementation of the communications strategy for IEC and BCC at state and county levels as well as identifying non-traditional methods of transmitting information to LLIN recipients to ensure effective campaign messaging, LLIN distribution coverage, minimal LLIN wastage and minimization of Covid-19 exposure risk to campaign staff and general population
  • Ensure compliance of campaign reporting systems and procedures as per schedule and deadline and assist the implementing partner as necessary to ensure report accuracy and understanding of UNICEF and GF rules and regulations, in collaboration with the UNICEF South Sudan Financial system.
  • Oversee the proper documentation and accountability of the LLIN distribution, efficient sign off by the state authorities and data entry into DHIS2 of the distributed nets and reconciliation of all nets by the sub-recipient and UNICEF M&E staff respectively and final sign off by the NMCP and UNICEF to ensure adherence to Global Fund accountability procedures, flexibilities and the current distribution methodology adapted for distribution in emergencies like Covid-19
  • Document best practices and campaign challenges and need to implement any alternative delivery mechanisms in case of emergencies like flooding, influx of IDPs or intercommunal violence. If there are risks identified, coordinate discussion with UNICEF management, sub-recipient and NMCP for resolution and informing future campaigns.
  • Provide technical support to the UNICEF country office in the NFM3 grant proposal making process by supporting and providing inputs to the required documentation and determination of commodity and programming requirements

Scope Of Work

The campaign is estimated to take a maximum of 3 months from the initial national meeting to the finalization of reporting by the sub-recipient. The campaign will cover the current Jonglei state’s 9 counties (excluding Pibor administrative area) with an estimated population of 2,219,169 people based on the 2021 SSBS projections. The campaign will cover communities excluding schools, internally displaced camps, police and army barracks that will be catered for in special distribution except when they are within the communities. The consultant will also assist UNICEF in the grant making process, the scope of which will be provided by the management of UNICEF in South Sudan

Work Assignment Overview (Deliverables/Outputs

Plan and provide technical support and guidance for preparation, design and implementation of the Long-lasting treated campaign in Jonglei in line with the national malaria control mass LLINs distribution methodology to ensure effective implementation of the campaign.

  • Detailed Micro plan submitted with very clear stating of the methodology, targets and outline activities.

Comprehensive LLINs logistics assessment detailing LLIN needs at Payam and county level

  • Approved logistics assessment by the MoH

Prepare, coordinate and/or supervise the planning of the campaign including the development of a robust micro plan with community participation with clear programme goals, objectives, and strategies and results based on results-based planning terminology and methodology (RBM).

  • Bi-weekly Coordination and supervision visits reports shared by UNICEF and the NMCP

Actively monitor the campaign implementation through regular visits with partners/stakeholders to assess progress, identify bottlenecks, potential problems, ensure state and county level involvement and ownership of the campaign and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.

  • Weekly status report for the campaign implementation documented, bottles and potential problems identified and discussed with county health department.

Manage weekly campaign coordination meetings between UNICEF- FO& CO, sub-recipient and NMCP to discuss progress, challenges and mitigation measures to ensure smooth execution of the campaign and positive publicity with all stakeholders.

  • Written minutes of weekly coordination meetings discussions with key decisions /orientations and ways forward available as of when pertinent.

Coordinate the delivery of the LLINs, M&E materials, IEC/BCC tools to the distribution sites with UNICEF and the sub-recipient to ensure timely and effective execution of the campaign

  • Detailed report on the # of M&E materials, IEC/BCC tools distributed and are in use during the campaign

Implement a communications strategy for IEC and BCC at state and county levels as well as identifying non-traditional methods of transmitting information to LLIN recipients to ensure effective campaign messaging, LLIN distribution coverage, minimal LLIN wastage and minimization of Covid-19 exposure risk to campaign staff and general population

  • Bi-weekly update on the compliance of the implementation of the IEC/BCC strategy.

Ensure compliance of campaign reporting systems and procedures as per schedule and deadline and assist the implementing partner as necessary to ensure report accuracy and understanding of UNICEF and GF rules and regulations, in collaboration with the UNICEF South Sudan Financial system.

  • Update on the status of campaign compliance and ensure reporting systems is well established and data is duly entered into DHIS2.

Oversee the proper documentation and accountability of the LLIN distribution, efficient sign off by the state authorities and data entry into DHIS2 of the distributed nets and reconciliation of all nets by the sub-recipient and UNICEF M&E staff respectively and final sign off by the NMCP and UNICEF to ensure adherence to Global Fund accountability procedures, flexibilities and the current distribution methodology adapted for distribution in emergencies like Covid-19

  • Update on status of LLIN distribution and sharing signed documents by the State county, local authority and national authority.

Provide technical support to the UNICEF country office in the NFM3 grant making process by providing support especially inputs to the required documentation and determination of commodity and programming requirements

  • Costed commodity requirements document

Document best practices and campaign challenges and need to implement any alternative delivery mechanisms in case of emergencies like flooding, influx of IDPs or intercommunal violence. If there are risks identified, coordinate discussion with UNICEF management, sub-recipient and NMCP for resolution and informing future campaigns.

  • Detailed end of consultancy report documenting the campaign implementation report including coverage, best practises, challenges and lessons learnt to inform future campaigns implementation.

Minimum Qualifications Required (Knowledge/Expertise/Skills Required

  • Advance University degree in one of the following fields is required: public health/nutrition, paediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
  • A minimum of 10 or more years of relevant professional experience in management, coordination and technical expertise, preferably with a track record of successful GF program management, including management of multi-activity projects, complicated logistics and large budgets, as well as management of health products and medical commodities
  • Experience in health program/project development in UN system agency or organization is an asset
  • Experience working in the 10 states of South Sudan and working in Jonglei or Greater Pibor Administrative Area management Global Fund is an added advantage.
  • Knowledge of the duty station is considered as an asset for this consultancy.
  • Diplomacy, conflict management, flexibility, understanding of local cultural and social practices are key success factors for this consultancy.

A Range Of Specialized Skills

  • Experience of management of Global Fund or similar programmes
  • Excellent oral and written communication skills and report writing.
  • In-depth analytical and problem-solving skills.
  • Excellent facilitation skills, training skills and ability to organize and implement training
  • Ability to work in a multi-cultural environment and proven interpersonal skills
  • Experience in building successful relationships with government counterparts, UN agencies, CSOs and other relevant stakeholders.
  • Ability to cope with hardship conditions
  • Knowledge of computer management skills including Microsoft Word, Excel and PowerPoint software

Payment Schedule

Payment will be done monthly upon delivery of key task and submission of all necessary reports as stipulated in the detailed Terms of Reference.
