Transition Advisor

The Kaizen Company (Kaizen) is a dynamic, fast-moving company that implements prime projects for USAID and the State Department. Role and Responsibilities

The Kaizen Company is seeking a Transition Advisor to be based in Sudan. Transition Advisors (TAs) serve a central role in supporting country/regional programs in close coordination with the respective USAID/OTI Country Representative (CR) and serve as an interlocutor with the implementing partner(s) implementing the country/regional program. The Sudan Senior Transition Advisor (STA) will play an instrumental role in providing support on day-to-day program management in the development and implementation of grants, program reporting and outreach efforts, and in providing recommendations to shape program strategy. The STA will attend meetings as needed with USAID Mission personnel, US Embassy staff, host-country government officials, other potential partners, stakeholders, donors, and other actors as requested by the respective USAID/OTI CR. The STA will develop and maintain collaborative relationships with these entities in order to ensure strategic integrity of the program and close coordination at the field level, identify the widest range of potential partners and opportunities, and achieve maximum synergy with other programs.

Qualities: Based on USAID/OTI’s experiences, a strong STA should demonstrate:

1. Close, daily collaboration with USAID/OTI’s in-country staff and other USAID/OTI implementing partner staff.

2. Understanding of basic grantee and contractor/USAID relationships;

3. Strong political and conflict analysis capacity;

4. Excellent managerial and communication skills;

5. Outstanding communication skills, orally and in writing;

6. Ability to perform in a complex and highly sensitive political environment;

7. Ability to build strong relationships with local government counterparts, grassroots organizations and their constituencies, USG agencies and other international organizations;

8. Familiarity with a wide range of issues is necessary, including community development, stabilization, conflict resolution, democracy/governance and human rights.

9. Excellent interpersonal skills, maturity, self-reliance, team-building and problem-solving skills.

Responsibilities: The Sudan STA is responsible for:

1. Serving as a liaison between USAID/OTI and USAID/OTI’s implementing partner(s) to ensure that the USAID/OTI Sudan program’s strategy and activities are responsive to emerging developments on the ground and changes to the operating environment;

2. Providing USAID/OTI and USAID/OTI’s implementing partner(s) staff with guidance on the identification and development of activities that meet program funding criteria, further programmatic objectives, and complement other activities implemented by USAID/OTI and other USG or international programs;

3. Establishing and maintaining strong relationships with key partners and stakeholders to promote efficient coordination with USG and Sudan government officials, local partners and other international community stakeholders;

4. Collecting information and drafting/editing regular reporting and outreach products tailored to a variety of audiences, including the U.S. Government and external audiences, on political and security developments in Sudan, program priorities, activities and results;

5. Conceptualizing and managing a system for monitoring, evaluation, and learning (MEL) for USAID/OTI programming in Sudan in close collaboration with USAID/OTI, USAID/OTI’s implementing partner(s) and subcontractors, and any external organizations providing MEL and/or research services to the program;

6. Assisting in the conceptualization and design of program strategies and objectives in close coordination with USAID/OTI and USAID/OTI’s implementing partner(s) staff. Assist in the regular review of strategic objectives and new programmatic approaches in-country and/or linked to neighboring country programs, where appropriate;

7. Conveying USAID/OTI interests during meetings with USAID Mission personnel, U.S. Embassy staff, host-country government officials, international organizations, indigenous and international non- governmental organizations (NGOs), international donors, and others interested in USAID/OTI activities;

8. Working closely with USAID/OTI and USAID/OTI’s implementing partner(s) staff to ensure the effective use of the USAID/OTI Database, as well as other systems and procedures to maintain effective and efficient management of funds, programming, and monitoring and evaluation;

9. Participating in discussions and planning with the USAID/OTI CR to develop an exit strategy that ensures reasonable time to transition from USAID/OTI programs to follow-on USAID or other donor programs;

10. Performing a wide range of administrative functions including activity budget preparation, financial management, records management, and travel assistance, to help ensure programmatic success; and,

11. Other tasks as assigned by the TOCOR in consultation with the USAID/OTI CR or his/her designee.

Required Qualifications:

1. A Bachelor’s degree;

2. At least seven (7) years of progressively responsible relevant work experience, which may include political analysis, community development, economic development, democracy and governance, international law, human rights activities, reconciliation and transitional justice, or other transition-related programming.

3. A minimum of two (2) years of overseas field experience working in a developing country, of which six (6) months must include experience working in one or more countries undergoing political instability.

4. A minimum of six (6) months of supervisory experience (including but not limited to mentoring, training, and guiding staff).

5. Experience in contract/grant management.

6. Experience working in a multi-cultural environment with a diverse staff;

7. Fluency in written and spoken English.

Highly Desired Qualifications:

The following are highly desired but not required:

1. An advanced degree in a relevant field such as but not limited to political science, international development, international relations.

2. Experience with in-kind or small grants.

3. Experience coordinating the implementation of programs working on sensitive stabilization or political transition objectives with other stakeholders.

4. Prior work experience in Sudan.

5. Demonstrated working proficiency in written and spoken Arabic
