BUILDING MANAGEMENT SPECIALIST

Duties

  • You will monitor facilities budget for contracted work, utility usage, or rental space payments to inform supervisor on remaining funds.
  • You will develop recommendations related to facilities management by evaluating related information.
  • You will analyze data leading to recommend construction projects to be included in budget submissions
  • You will develop or evaluate the effectiveness of contracted services for facilities maintenance or repair work.
  • You will make recommendations regarding space management to support program improvements
  • You will verify tenants are trained in emergency procedures to preserve all life and assets in an emergency situation.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country’s laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • Employee may be required to work other than normal duty hours, which may include evening, weekends and/or holidays.
  • This work is mostly sedentary and is normally performed in an office setting.

Qualifications

GS-09

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Proving solutions to building management operations, maintenance, or repair issues; 2) Assisting with planning and scheduling recurring maintenance for buildings and building equipment; 3) Writing statements of work specifications related to building operations and management; and 4) Utilizing Microsoft software for word processing and data management in support of building operations and management. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide guidance on laws, regulations, policies and procedures for validating space utilization, correcting building deficiencies, energy and water conservation, environmental hazards programs, and fire/security protection; 2) Maintain building operations, systems, maintenance, repair, and alterations to support mission objectives and satisfy customer/tenant needs and expectations; 3) Analyze the effectiveness and efficiency of property management programs to identify and resolve problems impacting facility operations and systems; and 4) Manage a safety program to include safety inspections, safety hazards, and accident prevention. Additional Information

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Physical Demands

Walking, climbing ladders, crawling under and over equipment, bending, stooping and standing for long periods of time is required while inspecting building during field evaluations. Incumbent may be subject to occasional travel. This may require walking, bending and climbing during visits to various and commercial installations. During the course of this travel, industrial facilities may be visited or toured.

Work Environment

Incumbent is routinely required to travel and may be exposed to slippery or uneven ground, failing objects, construction and site conditions, noise, dust and environment or other discomforts and hazards.

The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays or shift schedule depending on mission requirements. Recall to duty may be a requirement of this position and member may be required to be available on-call to deal with security/operational issues that may arise. Overtime and/or emergency overtime may be required.

This is aKey/Emergency-Essential position.

Incumbent “may” be coded as “key” and as such may be required be removed from their military recall status. A signed statement of understanding required.

The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed.

The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
